European legislation

European legislation on water supply and sewerage Water is one of the most regulated areas in the European Union, to ensure the careful use of water resources, to minimize the adverse impacts of production and consumption on water quality. Directive 2000/60/EC establishing a framework for Community action in the field of water policy is the cornerstone in the history of water policies in Europe. It establishes a common framework for the sustainable and integrated management of all water bodies and requires that all impact factors as well as economic implications are taken into account. Waters within the European Union are under increasing pressure as demand for good quality water in sufficient quantities for a whole range of uses continues to grow. The aim of this directive is to protect and improve water quality by setting standards to halt deterioration of all water bodies in the European Union and to achieve "good status" for Europe's rivers, lakes and groundwater. Another regulation in the European Union, designed to protect human health by setting strict standards for drinking water quality, is Directive 98/83/EC on the quality of water intended for human consumption, which amends Directive 80/778/EEC of July 15, 1980. The objectives of the Directive are to protect the health of the population from the effects of any contamination of water intended for human consumption by ensuring its quality. In order to ensure these objectives, the Directive requires the establishment of a program of measures to improve the quality of drinking water. Member States must monitor the quality of drinking water and take the necessary measures to ensure compliance with the regulated standards. In turn, waste water produced by the population and industry is an important source of pollution which can affect the quality of drinking and bathing water and may prevent the objectives of the Water Framework Directive from being achieved. The Urban Waste Water Treatment Directive 91/271/EEC aims to protect territorial and coastal surface waters by regulating the collection and treatment of urban waste water and the discharge of biodegradable industrial waste water (mainly from the agri-food industry). The directive is often seen as costly, but it proposes solutions to overcome these challenges with huge benefits for our health and the environment. Like other EU water legislation, this directive sets clear and binding targets, while being very flexible in the means to achieve them. It thus allows for alternative solutions and encourages innovation, both in terms of wastewater collection and wastewater treatment.
